Kremlin adviser Nikolai Patrushev has announced that Russia is aiming to regain its status as a maritime power through a new naval strategy called 'Strategy for the Development of the Russian Navy until 2050', approved by Putin. Although Russia is the third strongest naval force, it suffered significant losses in the war in Ukraine.
