FEMA Director David Richardson stirred controversy during a meeting, leaving staffers confused about the seriousness of his comments about hurricane season. Although a spokesman for the Department of Homeland Security said it was a joke, criticism from Democrats suggests that Richardson, with no experience in disaster management, is not suited for his role. Concerns persist about the agency's preparations for a storm season forecast to be more intense.
