Vladimir Putin has announced that he will not physically attend the BRICS summit in Brazil because of the risk of arrest under the warrant issued by the International Criminal Court for war crimes. Kremlin adviser Yuri Ușakov said Putin will take part in the summit via videoconference, while Russian Foreign Minister Sergei Lavrov will represent Russia at the event. The Kremlin disputes the legality of the ICC's mandate, but Putin is to avoid traveling to ICC treaty countries.
