The North Korean ambassador to the UN, Kim Song, stated that Pyongyang does not feel obligated to comply with the Nuclear Non-Proliferation Treaty (NPT) and that no external pressure will influence its status as a nuclear-armed state.
North Korea withdrew from the NPT in 2003 and has conducted six nuclear tests since then, acquiring dozens of nuclear warheads. Kim Song declared that North Korea's nuclear state status is guaranteed by the Constitution and that the refusal to give up its nuclear arsenal is irreversible. The UN Secretary-General, Antonio Guterres, recently emphasized the erosion of the NPT spirit, noting that commitments are not being honored and that the proliferation of nuclear weapons is accelerating.
