North Korea could send an additional 25,000-30,000 troops to Russia, on top of the 11,000 already deployed, according to a Ukrainian intelligence assessment. These troops could be involved in fighting in Russian-occupied regions of Ukraine. There are also logistical preparations for their transportation, including refitting Russian military aircraft. The Ukrainian defense minister emphasized the risks for the North Korean regime, given the high rate of casualties among soldiers.
