Kim Jong Un attended the opening ceremony, describing the museum as a "sacred altar" for "true patriots." Relations between North Korea and Russia have intensified, with North Koreans providing troops and weapons to support the Russian attack in Ukraine. It is estimated that at least 600 North Korean soldiers have been killed in the conflict.

Kim praised the troops for their contribution to achieving a "decisive victory" and reaffirmed Pyongyang's commitment to Moscow, emphasizing that the friendship between the two nations will last forever. The memorial will include sculptures, photographs, and works of art illustrating the struggles of North Korean soldiers.
