Mark Rutte, the Secretary General of NATO, stated that Ukraine's accession to the alliance is currently excluded due to the opposition of some members, such as Hungary and the United States. However, he emphasized that Ukraine's path to membership is "irreversible" and that security guarantees must be negotiated to deter further Russian aggression.

Rutte proposed a three-layer guarantee system, including the Ukrainian armed forces and a "coalition of the willing" led by France and the United Kingdom. He also mentioned that the response to any potential new attack on Ukraine will be "devastating." During his visit to Poland, Rutte discussed strengthening defense in the region and acknowledged Poland's contribution to NATO security.
