Mark Rutte, the head of NATO, emphasized the necessity for member countries to prepare for a large-scale war, warning that Russia could be capable of attacking the alliance in the next five years. In a speech in Berlin, Rutte stated that Russia has brought war back to Europe and that NATO must adopt a "war mentality." While he appreciated the increase in military spending to 5% of GDP by 2035, he stressed that more urgency and action are needed. Rutte mentioned that Putin is willing to sacrifice human lives, including those of Russian soldiers, and warned that Russia could not sustain the war without China's help, which provides essential components for Russian military technology.
