The former president of the European Central Bank, Mario Draghi, emphasized the necessity for the European Union to become an 'authentic federation' to avoid risks of subordination, division, and deindustrialization. In a speech at KU Leuven University, Draghi argued that Europe must transition from a confederal model to a federal one, especially in the areas of defense, foreign policy, and taxation.

He highlighted that, in areas where the EU acts as a single entity, such as trade, it is respected on the international stage. Draghi proposed a 'pragmatic federalism' that would allow member states to voluntarily adhere without compromising common values. He also mentioned the EU's achievements, such as its status as the largest exporter and importer of goods and services. In the context of a declining global order, Draghi warned that Europe must defend its interests to avoid becoming vulnerable to external influences, particularly from the USA and China.
