Context: Italy has adopted a package of rules for schools that also includes bans on face coverings
Before Brussels began reviewing the decree, Giorgia Meloni’s government had prepared measures applicable from the 2027–2028 school year that combined limiting the proportion of pupils without Italian citizenship with banning the wearing of clothing that covers the face in schools, including the burqa and niqab. The decree also provided for fines of up to 1,000 euros for those entering school premises wearing such clothing.
Prime Minister Meloni argued that the rule is related to integration and communication in Italian, while an obligation to attend courses was announced for parents experiencing language difficulties. At the same time, school principals and the opposition warned that implementing the provisions could be difficult in areas with large immigrant populations.
