The investigation comes in the wake of reports suggesting that agents of the Hungarian secret services may have disguised themselves as diplomats, attempting to infiltrate EU institutions. The report was the result of a joint investigation conducted by the publications Der Spiegel from Germany, De Tijd from Belgium, Direkt36 from Hungary, and others. It revealed that an officer, who has not been identified, was deployed to Brussels during the period 2015-2017, under the cover of a diplomat working in the cohesion policy department of the Hungarian embassy.
