Under the capital of Finland, Helsinki, lies one of the most extensive networks of civil shelters in the world, consisting of approximately 5,500 underground spaces designed to protect nearly a million people in the event of military conflict, bombings, or a nuclear attack.


In peacetime, these serve as sports halls, swimming pools, parking lots, playgrounds, or skateparks, but can be transformed into shelters in just a few hours. The largest complex has a capacity of approximately 11,500 people.


Developed since 1939, the Finnish civil protection system is equipped with independent sources of energy and water, ventilation, airtight doors, and protective equipment against chemical, biological, and radiological threats. The model also includes training the population for crisis situations, with authorities recommending that every citizen have supplies for at least 72 hours.


After the outbreak of the war in Ukraine, the Finnish system has become a point of interest for several NATO member states and international partner allies.
