<p>In 2020, the German intelligence agency BND uncovered indications that the Institute of Virology in Wuhan had conducted gain-of-function experiments and violated safety regulations. The report was commissioned by then German Chancellor Angela Merkel's office, but not published. Both the BND and the CIA declined to comment on the matter.
