The Helsinki government's proposed legislation would allow reservists to be called up in exceptional circumstances to patrol the border with Russia. Finland has accused Moscow of instrumentalizing migration against it as a significant number of migrants crossed the border from Russia in 2021. The Finnish government fears that the phenomenon could start again at any time and is preparing legislation to deal with the threat.
