In a joint statement, EU heads of state and government emphasize that Ukraine must be free to decide its future and diplomatic solutions must respect its interests. Meaningful negotiations are only possible in the context of a ceasefire. While welcoming the US peace efforts, European leaders reject the idea of territorial swaps. The EU is committed to continuing to support Ukraine, including militarily, and to imposing restrictive measures against Russia, underlining the importance of Ukraine's security for European stability.
