This is a significant moment, the first time a North Korean-born defector has taken legal action against the authorities. Choi hopes this will help restore human dignity and prevent other North Koreans from suffering. Although South Korean courts have handed down verdicts against North Korea in the past, they have been largely symbolic. The NKDB plans to take the case to the UN and the ICC.
