China imposes travel restrictions on its citizens

China introduced strict rules on Tuesday allowing it to bar its citizens from leaving the country if they are considered a risk to industrial or technological security. The measures aim to protect the state’s sovereignty, security and development interests, according to the State Council.

People who violate regulations governing technology imports and exports may be subject to travel bans. Citizens involved in illegal activities abroad may also be prevented from leaving Chinese territory for a period of between six months and three years after returning to the country.

The rules were initially published in July but came into force on Tuesday, amid technological competition between China and the United States. The two powers accuse each other of appropriating technologies and artificial intelligence models.

Analysts warn that the wording concerning security and criminal activities is vague and gives authorities broad room for interpretation. Expert Chong Ja Ian cited the case of Min Zin, an American political analyst detained in Yunnan province on June 3 and accused by China of violating the law. The case is considered a possible indication of how the new restrictions could be applied.
