Canada intends to announce, along with approximately ten states, the establishment of the Defense, Security and Resilience Bank (DSRB) on the sidelines of the NATO summit in Turkey.
Prime Minister Mark Carney is promoting this initiative to respond to the fragmentation of the traditional world order. Isabelle Hudon, the chief Canadian negotiator, stated that the list of founding members will be presented. The DSRB will mobilize private and public capital to strengthen the military capabilities of allies, in the context of the war in Ukraine. The initiative is supported by former NATO Deputy Secretary General Mircea Geoană, and Romania is among the founding states. The DSRB's goal is to raise up to 133 billion dollars for defense.
The initial group will mainly consist of European countries, and the viability of the project depends on the participation of states with high creditworthiness. Discussions have taken place with South Korea for a possible future membership.
