The Azerbaijani Ministry of Culture has announced the cancellation of Russian cultural events due to violence and extrajudicial killings against Azeris in Yekaterinburg. Russian police actions have been denounced as systematic and Azerbaijan has summoned a Russian diplomat to make an official protest. Relations between Azerbaijan and Russia are tense, especially after the downing of an Azeri airliner, which Baku believes was caused by a Russian missile.
