The Austro-Hungarian Empire is resurgent. Vienna and Budapest are suspected of acting to promote their own interests against those of the EU.

Hungary, for example, is blocking Ukraine's EU membership, as well as the release of €50 billion in aid, a gesture in support of Russian interests. Austria, known for its inflexibility in Brussels, has exacerbated the situation by blocking Bulgaria and Romania's Schengen membership for a year.
