
Chapter 5: The War in Ukraine
According to BAROMETER Informat.ro – INSCOP Research, edition III, conducted between September 1 - 9, 2025, three-quarters of Romanians believe that the war in Ukraine affects Romania to a very large and quite large extent.
BAROMETER Informat.ro – INSCOP Research is a monthly opinion poll conducted by INSCOP Research on behalf of the news platform Informat.ro in partnership with the Strategic Thinking Group think tank.
BAROMETER Informat.ro – INSCOP Research aims to bring to the public's attention topics of interest to stimulate national conversations about various subjects and essential public policies for the present and future of Romania, based on the opinions of Romanians in partnership with think tanks and prestigious academic institutions. It is an initiative through which we aim to contribute to the strengthening of democracy by using scientific and credible tools that bring the voice of citizens to the forefront of public debate.
Methodology: Data was collected between September 1-9, 2025. Research method: interview via questionnaire. Data was collected using the CATI method (telephone interviews), with a simple stratified sample volume of 1103 people, representative of significant socio-demographic categories (gender, age, occupation) for the non-institutionalized population of Romania, aged 18 and over. The maximum allowable error of the data is ± 2.95%, at a confidence level of 95%.

Remus Ștefureac – director INSCOP Research: "75% of Romanians believe that the war in Ukraine affects Romania to a very large and quite large extent. Opinions are evenly distributed among various socio-demographic groups, which shows that the implications of the conflict triggered by Russia are deeply felt by the population of Romania. The state of anxiety among citizens is mainly caused by two effects: the security of the country in the context of the risk of conflict escalation, and the economic crisis (energy prices, inflation). Voters of PSD, women, people over 60 years old, residents of Bucharest and large cities, and people with higher education are more concerned about the risk of conflict escalation, while voters of AUR, young people aged 18-29, people with primary education, rural residents, and state employees are more concerned than the average population about the economic implications of the war (inflation, energy prices, economic crisis)."
The Impact of the War in Ukraine
39.6% of respondents believe that the war in Ukraine affects Romania to a very large extent, 35.3% to a quite large extent, 11.2% to a small extent, 11.3% to a very small extent or not at all. 2.7% do not know or do not respond.
Believe that the war in Ukraine affects Romania to a very large and quite large extent: 73% of PSD voters, 78% of PNL voters, 69% of USR voters, and 77% of AUR voters, respectively 72% of men and 78% of women, 69% of young people under 30 years old, 76% of those aged between 30 and 44 years, 75% of those aged between 45 and 59 years, and 76% of those over 60 years old. 69% of people with primary education, 76% of those with secondary education, 79% of those with higher education, 79% of residents of Bucharest, 70% of those in urban areas with over 90 thousand inhabitants, 75% of those in small urban areas, and 76% of rural residents, respectively 76% of state employees and 79% of those working in the private sector believe that the war in Ukraine affects Romania to a very large and quite large extent.
Believe that the war in Ukraine affects Romania to a small extent or to a very small extent/not at all: 20% of PSD voters, 22% of PNL voters, 30% of USR voters, and 20% of AUR voters, respectively 26% of men and 19% of women, 31% of young people under 30 years old, 22% of those aged between 30 and 44 years, 19% of people aged between 45 and 59 years, and 21% of those over 60 years old. 26% of people with primary education, 22% of those with secondary education, 19% of those with higher education, 20% of residents of Bucharest, 27% of those in urban areas with over 90 thousand inhabitants, 22% of those in small urban areas, and 21% of rural residents, respectively 22% of state employees and 21% of those working in the private sector believe that the impact of the war in the neighboring country on Romania is low.
Concerns Related to the War in Ukraine
When asked what concerns them the most regarding the war in Ukraine, 43.5% of Romanians mention the security of Romania and the risk of conflict escalation, 36.2% the economic crisis (energy prices, inflation), 8.5% the stability of the European Union and NATO, 7.5% the situation of Ukrainian refugees in Romania. 0.7% indicate something else, and 3.7% do not know or do not respond.
PSD voters, women, people over 60 years old, residents of Bucharest and large urban areas are the population categories most concerned about the security of Romania and the risk of conflict escalation. The economic crisis is mentioned especially by: AUR voters, young people under 30 years old, people with primary education, rural residents, and state employees.
