The European Union is working on a new package of sanctions against Russia to combat the evasion of existing restrictions.

The European Union is preparing the 20th sanctions package against Russia, focusing on blocking the mechanisms through which Moscow avoids the already imposed restrictions. The European Commission intends to activate for the first time the "anti-circumvention" tool, aimed at preventing Russia from circumventing sanctions through other states or companies. The package includes total bans on maritime services related to Russian oil and expands the list of 'phantom fleet' by 43 ships. Additionally, restrictions are introduced on the maintenance of LNG transport vessels and import bans are added for metals and chemical substances. On the financial component, 20 Russian regional banks will be added to the sanctions list. The Commission emphasizes that the effectiveness of the sanctions is reflected in the decrease of Russia's tax revenues from oil and gas, but acknowledges that there are still attempts to evade them. Sanctions require unanimity in the Council, and discussions with international partners are essential for their effectiveness.
