The Ialomița Tribunal has issued a ruling on the merits in a dispute between commuting teachers and the Sălcioara Municipality, establishing that municipalities cannot be compelled to pay transportation costs for the period of January–June 2025. The court emphasized that reimbursements are blocked due to normative acts adopted by the Government, including the emergency ordinances known as 'trainulețe', culminating with Law 141/2025. Although the Pre-university Education Law no. 198/2023 recognizes the right of teachers to reimbursement of transportation costs, its application has been postponed through successive legislative acts. The Tribunal rejected the teachers' argument that they could benefit from reimbursement based on HG 569/2015, which has been repealed. The court decided that there is no legal basis for the reimbursement of transportation costs, and teachers will have to pay court costs. This decision reflects a broader issue, confirming that many municipalities refuse to reimburse teachers' commuting expenses, as reported by education unions.
