The Romanian government has prepared a new Emergency Ordinance (OUG) for the year 2026, which will regulate important fiscal measures. Among these is the maintenance of the minimum wage at 4,325 lei, with a tax exemption of 300 lei until July 1, 2026. Additionally, the turnover tax will be reduced to 0.5% starting January 1, 2026. The OUG also provides for a 10% reduction in lump sums for parliamentarians and subsidies for parties, as well as measures to reduce the risks of non-payment of excise duties and VAT.
Moreover, the national program 'Healthy Meal' will be implemented, and the increase in the point for medical services will be postponed to 2027. Salaries in the budgetary system will be frozen, and energy vouchers of 50 lei/month will continue to be granted. Local authorities will need to present reorganization plans in case of financial losses. These measures reflect a continuation of the austerity policy adopted in previous years.
