On June 3, the European Commission adopted the spring package of the European Semester 2026, including the country report for Romania, which assesses the progress in implementing specific recommendations and the status of the National Recovery and Resilience Plan (PNRR). The report highlights that Romania is facing excessive macroeconomic imbalances, although the budget deficit has decreased from 9.3% of GDP in 2024 to 7.9% in 2025.
However, public debt has increased, and inflation remains high, with forecasts of 7% in 2026. The Commission warns that, without additional fiscal consolidation, Romania will be exposed to economic risks. Major challenges include the quality of public administration, infrastructure gaps, and difficulties in the labor market, especially for youth and women. Romania needs to accelerate the implementation of the PNRR and address energy and environmental issues to support economic development and reduce poverty.
