Romania intends to implement a program called 'Investment Residency Program', inspired by international models, which will allow citizens from third countries to obtain a residence permit for a period of 5 years, renewable, in exchange for an investment of at least 400,000 euros. Eligible investments include the purchase of Romanian government bonds, real estate properties, authorized investment funds, and shares in Romanian companies.

Applicants must demonstrate the legality of the funds and must not be on sanction lists. The program will involve consultation with national security institutions before the issuance of permits. Currently, Romania offers other ways to obtain residency rights, but the 'golden visa' could attract more foreign investors.
