The Romanian government has adopted a memorandum for signing the SAFE Loan Agreement, which allows access to 16.68 billion euros for investments in defense.

The Romanian government adopted on Tuesday a memorandum for signing the Loan Agreement related to the 'Action for the Security of Europe' (SAFE) instrument, which provides for accessing an amount of 16,680,055,394 euros. The agreement will be signed by the Minister of Finance and will enter the legislative approval procedure, according to national legislation.


The SAFE program offers EU member states a total of 150 billion euros for defense investments, and Romania benefits from the second-largest allocation, after Poland. The funds will be granted in tranches, conditioned on meeting milestones established by Romania's Investment Plan, with a deadline for use until December 31, 2030. The Ministry of Finance will manage the funds, and the implementation of projects will be carried out by several institutions, including the Ministry of National Defense and the Romanian Intelligence Service. The European Commission will provide a pre-financing of 15% of the total loan amount, equivalent to approximately 2.5 billion euros.
