Consultancy firm Frames is proposing, in an analysis sent to AGERPRES on Wednesday, the adoption of a three- to five-year tax moratorium to regain investors’ confidence and provide predictability for the business community. The measure would be included in the 2027 budget and would maintain the level and structure of taxes and duties.

The experts argue that any change should be justified by a public impact study and announced at least 12 months in advance. Frames is also proposing the establishment of an economic advisory council attached to the prime minister, with the participation of major taxpayers and associations representing small and medium-sized enterprises.

The analysis cites repeated changes to the dividend tax, the microenterprise regime and VAT. The dividend tax rose from 5% at the end of 2022 to 16% in 2026, while the standard VAT rate increased from 19% to 21%.

According to data presented by Frames, net foreign direct investment fell by 82% in the first half of 2026, to 669 million euros, from 3.72 billion euros in the same period last year. The experts link the development to fiscal and political instability and call for ongoing dialogue between the Government and economic sectors before new measures are adopted.
