The Finance Ministry plans to borrow 5.8 billion lei from banks in October to refinance debt and finance the deficit

The Ministry of Finance intends to borrow 5.8 billion lei from commercial banks in October 2026, through issuances of treasury certificates and government bonds. The amount will be used to refinance and prematurely repay public debt, as well as to finance the state budget deficit.

Up to 15% of the nominal amount awarded at the reference auctions may be added to the scheduled amount, within the framework of additional noncompetitive offer sessions organized for benchmark-type instruments. The borrowing program is 1.4 billion lei lower than in September, when the Ministry of Finance planned to raise 7.2 billion lei.

The October calendar includes two auctions for treasury certificates, each worth 500 million lei. The first is scheduled for October 8, maturing on October 11, 2027, and the second for October 29, maturing on May 24, 2027.

For benchmark-type government bonds, ten auctions are planned, with a total value of 4.8 billion lei. Nine issues will each be worth 500 million lei, while one, scheduled for October 29, will amount to 300 million lei.

The auctions will take place on October 1, 5, 8, 12, 15, 19, 22, 26 and 29, while the additional sessions will be organized on the following day.
