By the end of 2024, ANAF's uncollected tax debts had risen to 84 billion lei, two-thirds of which are more than three years old. Some 40,000 firms, including state-owned companies such as CFR Călători, are listed as overdue. Economist Iancu Guda proposes that, after three years, the debts should be sold to investment funds for restructuring, which would streamline the companies and list them on the stock exchange. He also suggests implementing reverse taxation and split VAT to combat tax evasion.
