The former Minister of Defense, Vasile Dîncu, stated that Romania needs to establish an intergovernmental agency to efficiently manage the SAFE Program and the Army's equipping projects. He emphasized the importance of transforming the CSAT into an operational body capable of making quick decisions, not just gathering opinions.

Dîncu mentioned collaboration with Ukraine in drone production, highlighting the progress made by Ukrainians in this field. He also stressed the need to restore Romania's defense industrial capabilities, stating that the SAFE Program offers a significant opportunity, but actions must be swift. Romania has completed the funding application for the SAFE Program, which includes infrastructure projects, and half of the funded equipment will be produced locally.
