Ioana Dogioiu, the spokesperson for the Government, stated that following the explosion in Rahova, there is no legal framework that would allow for the reconstruction of the affected building. If the block is demolished, the property rights of the tenants will disappear, and the state cannot provide keys for a newly constructed building.

Dogioiu mentioned that there are two options in the Ordinance currently under debate: the construction of the block from the state budget or from the funds of the City Hall. She also emphasized that the aid and costs are under evaluation, and the technical analysis is not yet completed. In the event that it is proven that the explosion was caused by human errors, those responsible will have to bear the damages. The state could offer compensation for those insured, but it will not become the owner of the affected homes.
