The joint declaration of the B9 Summit names Russia as the most significant and direct threat and proposes the expansion of the defense industrial base / Hungary abstained from signing the declaration.

The meeting of the B9 leaders and the Nordic countries in Bucharest highlighted the common commitment to strengthening security on NATO's Eastern Flank, recognizing Russia as the main threat. On the other hand, Hungary abstained from signing the joint declaration of the summit.

"Russia is and will remain the most significant and direct long-term threat to the security of the Allies. Given the threat environment, NATO must focus on the fundamental task of collective defense, including through a robust advanced defense posture. We maintain our commitment to ensuring that NATO's defense plans are fully resourced and to achieving objectives regarding capabilities, mobility, and military activation, including the expansion of NATO's fuel pipeline system to the Eastern Flank," the joint declaration states, which can be read on the website of the Presidential Administration.

They agreed to increase their contributions to collective defense and military investments, aiming to reach the commitment of 5% of GDP.

The leaders condemned Russia's destabilizing actions, including cyberattacks and sabotage, emphasizing the need for a robust defensive posture. In support of Ukraine, they reiterated their commitment to its sovereignty and territorial integrity, calling for pressure on Russia to end the war of aggression.

Additionally, the B9 and Nordic leaders emphasized the importance of NATO-EU cooperation and relations with key partners, including the Republic of Moldova.

In contrast, a footnote in the joint declaration states that "Hungary wishes to express its constructive abstention."

"Therefore, Hungary is not in a position to accept the current wording of the declaration as the agreed formulation. Regarding the agreed formulation applicable in the future, the corresponding decision will be made by the new Hungarian Government."
