Radu Oprea, former Secretary General of the Government from the PSD party, stated that, in a letter, the European Commission explained why it paid less money in payment request 3. He emphasized that the establishment of the committee led by Deputy Prime Minister Oana Gheorghiu has led to financial losses from the PNRR, calling this situation a "costly toy."

Oprea explained that the milestone regarding the Agency for Energy Management and Public Investment Projects (AMEPIP) had two components: the appointment of the management and the operationalization of the agency, with the retained amount being 330 million euros. Due to the completion of the selection process and the appointment of the AMEPIP management by the deadline imposed by the EU, the Government received only 132 million euros. Oprea highlighted that the Prime Minister's decision established an interministerial committee that dilutes the functions of AMEPIP, limiting its role to technical oversight and affecting the strategic coordination of public policies.
