Nicoleta Pauliuc will submit nine amendments to limit the terms of the heads of the services

PNL Senator Nicoleta Pauliuc announced that she will submit nine amendments to the USR bill on limiting the terms of heads of security services and structures. The proposals will be supported in the Senate’s Committee for Defense, Public Order and National Security and concern SRI, SIE, SPP, STS, DGPI and DGIA.

According to the amendments, the same person could hold the position for no more than two terms, consecutive or not, while a term would last five years, rather than four. Pauliuc argues that this would prevent the term from mechanically coinciding with the electoral cycle and would clearly limit the total number of terms.

The senator proposes that each candidate present Parliament with a management plan, including objectives, indicators, reforms and deadlines. The unclassified part of the document would be made public. In addition, the heads of the structures should present annual activity reports before the parliamentary committees, with the unclassified component published.

For the civilian leadership of SRI and SIE, minimum eligibility criteria are proposed, including ten years of relevant experience, a security clearance, a parliamentary hearing and presentation of the management plan. The amendments also provide clearer procedures for appointment, dismissal and termination of terms, as well as rules concerning the status of military directors after their terms expire.

The USR bill could reach the plenary after 15 September, following the completion of the endorsements and the report. The debate is taking place amid controversy over Lucian Pahonțu’s term at the helm of SPP, a position he has held since 2005, as well as delays in the plenary debate of several reports by the intelligence services.
