European Prosecutor Cătălin Borcoman said in an exclusive interview with Libertatea that the European Public Prosecutor’s Office (EPPO) is examining military procurement carried out by some member states using European funds, including Romania. The investigations are looking into possible fraud involving the use of EU money.
According to the prosecutor, EPPO had approximately 3,600 cases under investigation in 2025, involving estimated fraud of €67 billion. Romania accounts for around 10% of the cases, while the value of the losses being investigated in Romanian cases amounts to approximately €6 billion. Borcoman said the investigations are ongoing and did not provide details about the cases currently underway.
The European prosecutor also mentioned investigations into subsidies for harvesting reeds in the Danube Delta and the purchase of school minibuses at different prices in counties across the country. In the first case, criminal proceedings have been initiated in rem, while in the second, searches have been carried out.
Borcoman also said the investigations confirm the existence of links to the Chinese mafia in the Port of Constanța and criticized the cooperation of the Romanian authorities, which he considers insufficient.
