The Employers' Federation of Energy emphasized the importance of developing the hydrogen economy on a European scale, highlighting the need for common standards for the quality of hydrogen transported, stored, and used. The study coordinated by DG ENER identified the complexity of defining the optimal quality of hydrogen, establishing indicative specifications with H₂ content between 98% and 99.97%.

Stakeholder opinions vary, with some preferring lower purities, while others demand higher standards. End users, including industry and the energy sector, have specific requirements related to contaminants and combustion properties. Additionally, the purity of hydrogen is influenced by the type of infrastructure and storage methods. Purification costs range from 0.8–1.2 €/kg, and the future of standard harmonization will require political agreements, not just technical ones.
