Ilie Bolojan stated on Facebook that the Ombudsman has the constitutional right to notify the Constitutional Court, but this is the first time in three years that this prerogative is being exercised. The contested measures include the possibility for public officials to work part-time at two municipalities, in order to reduce expenses and hire qualified personnel in rural areas.
Additionally, there is an obligation for both the seller and the buyer of a property to present a tax clearance certificate, to ensure that they have no debts to the municipality. Another measure allows the withholding of up to one third of the social benefits of citizens with debts to public authorities. Furthermore, it is proposed to suspend the driving license for non-payment of traffic fines, considering that only 40% of these are collected. Bolojan emphasizes that these measures do not violate the Constitution, but are necessary for improving administrative discipline and the safety of citizens.
