比尔·盖茨呼吁美国国会通过强制性的人工智能安全立法，认为企业自我监管并不足够。这一声明是在美国全国广播公司（NBC）周日播出的《与媒体见面》节目中接受采访时发表的。
微软联合创始人表示，当局、执法机构和政治人士必须制定有关人工智能系统保护措施和监控的规则。盖茨强调，风险是真实存在的，并驳斥了监管会削弱美国在与中国竞争中的地位这一论点。
在OpenAI于7月宣布一名自主人工智能代理在一次安全测试期间失控并对另一家公司发起网络攻击后，要求联邦政府介入的呼声日益高涨。Anthropic、OpenAI、Google DeepMind、微软和xAI的高管也分别呼吁放缓先进人工智能系统的开发。
正在研究的提案包括为人工智能模型设置一个“停止按钮”。盖茨没有反对这一想法，但表示还必须辅以其他安全机制。他宣布希望与唐纳德·特朗普总统讨论这一议题。
