BAROMETRUL Informat.ro - INSCOP Research - Edition V, November 2025

Chapter 5: How Romanians Vote Depending on Education Level

If parliamentary elections were to take place next Sunday, 51% of people with primary education and 41% of those with secondary education would vote for AUR, while the top position in the voting intention ranking of people with higher education would be held by USR, with 31%. These are just a few of the data provided by BAROMETRUL Informat.ro – INSCOP Research, edition V, conducted between October 25 – November 2, 2025.

BAROMETRUL Informat.ro – INSCOP Research is a monthly opinion poll conducted by INSCOP Research on behalf of the news platform Informat.ro in partnership with the Strategic Thinking Group think tank.

To obtain statistically relevant data on socio-demographic segments, the survey conducted in November focused only on two questions (the direction of the country and voting intention for political parties), but was applied to a significantly larger sample (of 3000 respondents), compared to the usual samples of 1100 respondents for which we typically ask 25-30 questions.

BAROMETRUL Informat.ro – INSCOP Research aims to bring to public attention topics of interest to stimulate national conversations about various subjects and essential public policies for the present and future of Romania, based on the opinions of Romanians in partnership with prestigious think tanks and academic institutions. It is an initiative through which we aim to contribute to the strengthening of democracy by using scientific and credible tools that bring the voice of citizens to the forefront of public debate.

Methodology: Data were collected between October 25 - November 2, 2025. Research method: interview via questionnaire. Data were collected using the CATI method (telephone interviews), with a simple stratified sample volume of 3000 people, representative of significant socio-demographic categories (gender, age, occupation) for the non-institutionalized population of Romania, aged 18 and over. The maximum allowable error of the data is ± 1.8%, at a confidence level of 95%.

Remus Ștefureac – director INSCOP Research: "The BAROMETRUL Informat.ro – INSCOP reveals that education is an important predictor of the political orientation of Romanians in general and of the way they relate to radical, populist discourse in particular. The distribution of voting intention shows a clear polarization between segments with primary education (maximum 8 grades) and those with higher education regarding party support. AUR leads authoritatively in the voting intention ranking of people with primary education. In contrast, people with higher education favor formations such as USR and PNL. The analysis of voting by education criteria reveals distinct political cultures that overlap with other types of polarization. The fracture is not only political but also axiological, revealing differences in relation to authority, institutions, and the idea of social progress. Essentially, education functions as a filter for democratic socialization, producing an electorate with fundamentally different expectations and civic behaviors."

How People with Primary Education Vote

51% of people with primary education would choose to vote for AUR if parliamentary elections were to take place next Sunday. 18% of them opt for PSD, 9% for PNL, 5% for UDMR, 4% for USR, 3% for another party, 3% for POT, and 3% for SOS Romania. No voting preferences were expressed for the SENS party or for an independent candidate.
