Chapter 8: The European Integration of the Republic of Moldova


According to Informat.ro BAROMETER – INSCOP Research, third edition, conducted between September 1 - 9, 2025, 7 out of 10 Romanians believe that Romania is doing enough to help the Republic of Moldova in its integration process into the European Union.

Informat.ro BAROMETER – INSCOP Research is a monthly opinion poll conducted by INSCOP Research on behalf of the news platform Informat.ro in partnership with the Strategic Thinking Group think tank.

Informat.ro BAROMETER – INSCOP Research aims to bring to public attention topics of interest to stimulate national conversations about various subjects and essential public policies for the present and future of Romania, based on the opinions of Romanians in partnership with prestigious think tanks and academic institutions. It is an initiative through which we aim to contribute to the strengthening of democracy by using scientific and credible tools that bring the voice of citizens to the forefront of public debate.

Methodology: Data was collected between September 1-9, 2025. Research method: interview via questionnaire. Data was collected using the CATI method (telephone interviews), with a simple stratified sample volume of 1103 people, representative of significant socio-demographic categories (gender, age, occupation) for the non-institutionalized population of Romania, aged 18 and over. The maximum allowable error of the data is ± 2.95%, at a confidence level of 95%.

Remus Ștefureac – director INSCOP Research: "The data from the Informat.ro-INSCOP Barometer shows a significant increase, in the last 10 years, in the percentage of those who believe that Romania is doing enough to help the Republic of Moldova in its path to EU membership. This perception reflects the significant improvement in bilateral relations over the last decade, against the backdrop of Romania's consistent support for the European project of the Republic of Moldova. On the other hand, there is also a significant increase in the proportion of those who believe that the European integration of the Republic of Moldova depends more on the will of the citizens and politicians in Bessarabia to pursue the path of integration than on the help from Romania or other European states. This type of perception draws attention to the historical importance of the vote in the parliamentary elections that will take place next Sunday, a vote essential for the well-being and security of all citizens of the Republic of Moldova. The massive interventions of Russia in hybrid actions of destabilization and diversion of the European orientation of the Republic of Moldova confirm the crucial importance of the vote on Sunday."


VIII. Republic of Moldova

72.8% of Romanians believe that Romania is doing enough to help the Republic of Moldova in its integration process into the European Union (compared to 56.3% in July 2015), while 16.5% hold the opposite opinion (compared to 29.6% in July 2015), and 10.7% do not know or do not respond.

They believe that Romania is doing enough to help the Republic of Moldova in its integration process into the European Union: 69% of PSD voters, 85% of PNL voters, 79% of USR voters, and 72% of AUR voters, respectively 76% of men and 70% of women, 63% of young people under 30, 75% of those aged between 30 and 44, 69% of those aged between 45 and 59, and 79% of those over 60, 62% of people with primary education, 78% of those with secondary education, 73% of those with higher education, 76% of residents of Bucharest, 75% of those in urban areas with over 90,000 inhabitants, 78% of those in small urban areas, and 68% in rural areas, respectively 73% of public sector employees and 77% of those working in the private sector.

They believe that Romania does NOT do enough to help the Republic of Moldova in its integration process into the European Union: 12% of PSD voters, 9% of PNL voters, 12% of USR voters, and 22% of AUR voters, respectively 17% of men and 16% of women, 28% of young people under 30, 13% of those aged between 30 and 44, 18% of those aged between 45 and 59, and 12% of those over 60, 27% of people with primary education, 13% of those with secondary education, 11% of those with higher education, 10% of residents of Bucharest, 14% of those in urban areas with over 90,000 inhabitants, 15% of those in small urban areas, and 20% in rural areas, respectively 19% of public sector employees and 14% of those working in the private sector.

40.4% of respondents believe that the European integration of the Republic of Moldova depends more on the help of Romania and other European states (compared to 46% in July 2015). 50.9% believe that the European integration of the Republic of Moldova depends more on the will of the citizens and politicians of the Republic of Moldova to pursue the path of integration (compared to 40.5% in July 2015). The proportion of non-responses is 8.7%.

They believe that the European integration of the Republic of Moldova depends more on the help of Romania and other European states: 48% of PSD voters, 41% of PNL voters, 38% of USR voters, and 46% of AUR voters, respectively 40% of men and 41% of women, 50% of young people under 30, 39% of those aged between 30 and 44, 42% of those aged between 45 and 59, and 36% of those over 60, 49% of people with primary education, 40% of those with secondary education, 31% of those with higher education, 35% of residents of Bucharest, 45% of those in urban areas with over 90,000 inhabitants, 38% of those in small urban areas, and 40% in rural areas, respectively 40% of public sector employees and 44% of those working in the private sector.

They believe that the European integration of the Republic of Moldova depends more on the will of the citizens and politicians of the Republic of Moldova to pursue the path of integration: 43% of PSD voters, 56% of PNL voters, 59% of USR voters, and 47% of AUR voters, respectively 53% of men and 49% of women, 45% of young people under 30, 53% of those aged between 30 and 44, 47% of those aged between 45 and 59, and 56% of those over 60, 35% of people with primary education, 54% of those with secondary education, 64% of those with higher education, 55% of residents of Bucharest, 48% of those in urban areas with over 90,000 inhabitants, 56% of those in small urban areas, and 49% in rural areas, respectively 55% of public sector employees and 50% of those working in the private sector.
