A minister from PSD, one from USR, and a non-partisan deputy prime minister are at the top of the visibility ranking of government members in the last week, according to data processed with the help of NewsVibe, a media and social media monitoring platform. The analysis focuses on the online exposure of the members of the Bolojan government, excluding the prime minister, whose consistently high presence in online conversation would distort the comparison with other ministers. The measurement of visibility is based on the volume and relevance of mentions in the digital space, along with the evaluation of associated themes and sentiment analysis.
The top of the online visibility of government members, during the period of November 19 – 25, is led, as in the previous week, by Alexandru Rogobete (PSD). The high visibility is explained by a series of announcements in the area of health policies. The minister publicly communicated the introduction of 41 new active substances on the list of compensated and free medications, presented the intention to reclassify hospitals, and clarified that salary reductions in the health system are not being considered. These public interventions generated a significant volume of mentions, consolidating his position as a leader in the online visibility ranking.
In second place in the ranking is minister Ionuț Moșteanu (USR). The visibility of the Minister of Defense was particularly fueled by the incident of the Russian drone found in Vaslui County, an announcement made during his visit to Mihail Kogălniceanu Base alongside American General Christopher Donahue. His positions related to the National Defense Strategy and mentions in the judicial context of the Marius Isăilă case also contributed to this level of exposure.
The podium is completed by Oana Gheorghiu. The visibility of the deputy prime minister increased in the context of new responsibilities regarding the coordination of state-owned company reforms and institutional efficiency processes, as well as announcements regarding the reorganization of the first set of companies. This was supplemented by a public intervention clarifying the accusations of incompatibility regarding her position within the Dăruiește Viață Association.
Deputy Prime Minister Marian Neacșu (PSD) continues to have the lowest visibility, remaining in the last position.
In comparison, Prime Minister Ilie Bolojan (who is not included in the analysis) recorded over 4,300 mentions, more than all other government members combined.

TRENDS IN MINISTERS' VISIBILITY. Although he remains at the top of the ranking, Alexandru Rogobete is on a downward trend (compared to the previous week), but his visibility occurs against a positive backdrop. In contrast, Minister Ionuț Moșteanu records a consistent increase in mentions (over 100%), with references to his name being marked, however, by a rather negative tone. There is also a notable increase, in terms of the number of mentions, for Minister Florin Manole (PSD), who stood out through announcements regarding the 400 lei aid for low-income pensioners, through positions related to spending cuts in ministries, and through interventions on the topic of pension-salary cumulation.
PUBLIC TONE BAROMETER. The sentiment analysis at the entity level highlights the name of Minister Alexandru Rogobete, who appears in a positive context. In the same (positive) visibility framework is Diana Buzoianu (USR), who announced that she published a draft ordinance providing for criminal penalties for cutting trees in urban green spaces, but also that the "Rabla" Program might not continue in 2026.
Among the ministers mentioned in a negative context is Daniel David, against the backdrop of statements regarding potential salary cuts in 2026 and a controversy generated by a draft order from the ministry, in which grammatical and spelling errors were identified. Additionally, mentions about Oana Gheorghiu remain in a negative register.
Negative context mentions also exist for actors such as Russia or the Government.
The NewsVibe platform analyzes online conversations using advanced digital tools that capture the tone and how various topics and public figures are approached and reflected. For this report, all appearances in the digital space in which members of the Romanian Government are mentioned were taken into account.

THE SEMANTIC NETWORK OF GOVERNMENT DEBATES. The semantic network analysis reveals the structure of relationships between ministers and how they are positioned within online conversations. Based on an aggregated data set from the main digital sources in Romania, the NewsVibe platform maps the connections between dominant themes and the political actors associated with them, providing a perspective on thematic interdependencies and discursive dynamics.
The largest and densest cluster in the network has as its central node Romania, which is strongly connected with Alexandru Rogobete and the Ministry of Health, indicating a high concentration of mentions about the country in public discussions regarding the health sector.
Ionuț Moșteanu dominates the group oriented towards defense and security, being associated with Romania and Vaslui. The incident of the Russian drone explains the density and cohesion of the cluster.
A broad but more dispersed segment of discussions is centered around Oana Gheorghiu, associated with the Government, with Prime Minister Bolojan, but also with ministers such as Dragoș Pîslaru or Diana Buzoianu. The connections suggest themes related to governance, transparency, reforms, and European funding.
A zone that captures the dynamics of social and economic debates is represented by Minister Florin Manole. He is associated with the ministerial domain he coordinates, but also with PSD.
A small but clearly configured cluster, centered on educational themes, gravitates around Daniel David. The presence of this group indicates that education-related topics have generated discussions, but their amplitude has been lower compared to the dominant themes of the period.
A distinct area of debates, with a more specialized character and moderate visibility, associates ministers Bogdan Ivan (PSD) and Radu Miruță (USR). The connections suggest that the two are mentioned in conversations oriented more towards sectoral policies.
Ministers Alexandru Nazare (PNL) and Tánczos Barna (UDMR) are associated in a peripheral cluster, their connection being ensured by their separate appearances on Digi24 television.
