The ARMO analysis estimates tax losses of 10.86 billion lei annually from international online sales, affecting local retail and the public budget.

An analysis conducted by economist Iancu Guda for ARMO shows that international e-commerce platforms could generate tax losses of RON 10.86 billion per year in Romania. It is estimated that by 2027, the market share of these platforms could reach 28.8%, which would double tax losses. Local retailers are affected, and ARMO is calling for corrective measures to ensure fiscal and competitive fairness, given that the elimination of the de minimis threshold is not expected until 2028.
